A building inspection was carried out by T&W Kolber. The report finds:
*Termite damage to arch members.
*Roof Purlins [Structural roof cross-members] are inadequate - undersized and under-strength. causing entire roof to be uneven and wavy.
*Roofing requires replacement.
*Install new Purlins.
*Install new cladding [multiple locations].
*Inspect roof trusses and replace or repair damaged units.
An engineering assessment carried out by PDR / SMEC. The report finds:
*Roof cladding requiring replacement.
*Termite damage.
*Purlins - New purlins required to support roof cladding. New purlin cleat via angled sections.
*Curved trusses in poor condition - termite damage, wet rot and rusted fasteners causing expansion & degraded joints. Truss members missing & damaged.
*Trusses - require individual inspection post cladding removal & replace defective truss elements as required.
*Truss bases - no capping to prevent termites.
"PDR SMEC believe it is prudent to advise that in addition to the works proposed to return the property to a sound structural condition it is recommended that the asset owner consider a detailed maintenance and inspection regime that addresses the identified intrusion of termites/borers."
Tablelands Regional Council places a late agenda item to consider the sale of the Malanda Falls Caravan Park.
*Malanda Show Society approached by Tablelands Regional Council regarding potentially moving the Malanda Show to the Malanda High School.
*TRC approaches Malanda Bowls Club regarding potentially moving their facility.
**THE REASON BEHIND THIS APPROACH HAS NEVER BEEN EXPLAINED TO THE PUBLIC**

*Option proposed: 'A new multi-purpose facility that replaces a number of aging, single-use and/ or poorly utlised facilities.'
Description of option: 'Progressing plans to develop a multi-purpose centre at the Malanda Showgrounds replacing the Pavilion and Clubrooms, and supported by the rationilsation of other facilities off site.'
In 2020 /21 an application was made by community members to have the Patrick English Pavilion listed on the QLD Heritage Register. Despite the hard work of the community members, the application was rejected primarily because key features that defined the igloo structure as a theatre - ticket booths and the like are no longer present. TRC opposed the Heritage listing.
Article states "Tablelands Regional Council (TRC) has proposed to build a new multi-purpose centre to consolidate the facilities currently at the Malanda Showgrounds."
"The community needs modern, fit-for-purpose facilities that meet the requirements of a broad range of users." TRC Councilor Dave Bilney said.
Structural Condition & Assessment carried out by TEG. Report finds:
*Arched (curved) Trusses - splitting & failure of nail connections. Timber rot.
*Truss frame - splitting & water daamge.
*Buckling of roof adjacent to stage; Ridge beam missing - new beam required.
*Trusses - splitting & rot from roof leaks. Bracing / strengthening recommended. Replace all rotten sections.
*Splice to remediate lost structural integrity.
*Foundations: in poor condition, due to lack of maintenance, timber rot in most sections on Southern Side, Evidence of pest attack.
*Sub Stage Wall: Replace timber with like for like - most timber beyond repair.
*Exterior walls - Termite damage. Treat termites. Replace all timber with rot.
Pole Plate & Awning roof - Replace.
*Cladding - replace.
*Sheeting - replace.
*The report rated the risk factor of the curved truss frame as HIGH, with failure likely within a 1 year period. The recommendation: “Take immediate action in [the] short term.. to address defects.”
“The current inspection revealed that very little had been done to rectify any of the damage previously identified and subsequently most of the issues remain and many have become more serious adding to the dilapidation of the structure.”
Comments relating to state of building post event:
"Inspection undertaken, areas noted for repair have not been done and further deterioration evident."

Report Summary: “very serious structural failures that present a significant risk to users of the building. These failures are in several curved timber trusses which are the primary structural members of the building. The structure is not safe for occupation and entry should immediately be excluded.”
*Trusses - x3 have catastrophic structural failure.
40% building in state collapse towards Park Avenue. Collapse mitigated by secondary framing- Failure of secondary supports could occur = critical threat to life.
x4 trusses - significant termite damage.
*Purlin -visible overloaded with modern ceiling.
*Ceiling grid support - buckled.
*Stage subfloor - de-lamination & missing bolts.
RECOMMENDED SCOPE OF WORKS/ MAINTENANCE
The scope of work proposed below includes the expected work required to return the Patrick English Hall to a serviceable condition irrespective of the economics. It includes repairs, upgrades, and replacement work required to meet modern design criteria.
Health & Safety Maintenance - (Required Now)
*Replace superstructure (trusses, connections, foundations, etc).
*Provide intermediate bearer supports to the Pavilion.
*Provide intermediate bearer supports to the Stage.
*Replace suspended ceiling grid
*Replace all floorboards in Pavilion and Stage.
Urgent Maintenance - (Within 12 months)
*Replace the Pavilion roof including; new sheeting, screws, insulation, gutters, downpipes, flashing and battens/purlins Replace the Stage roof including; new sheeting, screws, insulation, gutters, downpipes, flashing and battens/purlins
*Repair Stage subfloor connections (insert missing bolts and apply protective paint coating to existing steel connections.
*Replace wall framing on South East Wall. Replace subfloor cladding (North & South edges).
*Estimated total repair cost 2.33 million.
Deputation (speech) given to council calling on Patrick English Pavilion to be saved and restored. Mayor states that consultation will occur.
Information obtained under Right to Information request reveals TRC has no documentation pertaining to quotations and invoices for structural repair work carried out on the Patrick English Pavilion over the last ten years. The reason no documents exist is because no repair work was carried out.
